Awareness: Back to back AVIS car rentals issues

I have 2 car reservations with Avis in Europe. Both prepaid. After returning 1st car rental, we flew to the second city to pick up 2nd car reservations. This happened within several hours. Learnt that I could not pick up 2nd car rental reservation because the 1st car rental has not closed the contract and it has up to 48 hours to close the contract. Unfortunately we were delayed several hours for not being to pick up the 2nd car reservation even though the managers on both cities were in contact. It was never resolved.
